The Issues Steering Committee will consider and decide whether a particular matter on its agenda should be assigned to an existing standing committee for review, is not ripe for consideration, or is of a hybrid nature requiring review by a special Ad Hoc Subcommittee. The chairman of the Issues Steering Committee in consultation with the president may appoint any councilor to an Ad Hoc Subcommittee, such appointments to be used to take advantage of the various expertise and experience that exists within the entire council. When such an Ad Hoc Subcommittee is appointed, it should present its report and recommendation to the Issues Steering Committee for action. If a matter is assigned to a standing committee for consideration and action is recommended by the standing committee, the recommendation does not need to be routed through the Issues Steering Committee before submission to the Executive Committee.

The special committee currently studying standards or guidelines for the imposition of sanctions shall be a subcommittee of the Issues Steering Committee with no current change to its members.
